Are most people complacent and accepting?

We are people too so we are just as prone to complacency as men so I don't see how we would do any better being the majority of the legal system. Now that's not to say that I wouldn't like to see more female law makers because I would like to see more take a greater interest in the legal system but for the reason of representation by our peers not because we are in anyway intellectually superior or more morally capable than men.
